Franco Frattini, Reprezentantul Special al Președinției în exercițiu a OSCE pentru reglementarea transnistreană, a înmânat primele plăcuțe de înmatriculare moldovenești cu design neutru la biroul de înregistrare a vehiculelor din Tiraspol pe 10 septembrie 2018. Cele două birouri au fost deschise grație finanțării din partea Președinției în exercițiu italiene a OSCE și Misiunii OSCE în Moldova.
