Overview

The Mission proceeds from the premise that a fully functional autonomy for Gagauzia would serve as a confidence-building measure for the Transdniestrian settlement process.

Until December 2023, the Mission provided technical assistance to the joint working group with participation of the deputies from the Moldovan parliament and Gagauzia’s regional legislature to codify the competencies of the autonomy in Moldova’s legislation as per the 1994 Moldovan law on Gagauzia’s special legal status. The clear delineation of competences between the central and regional authorities strengthens the good governance principles and the rule of law in the Republic of Moldova. However, the activity of this joint working group has been suspended since December 2023.

The Mission also seeks to enhance citizens’ access to justice and remedies in accordance with national and international standards. In this regard, the Mission supports the Government’s efforts to revitalize the legal and institutional mechanism of rehabilitation and compensation for victims of serious crimes, through capacity-building events for legal professionals and decision-makers.

Strengthening competence

The OSCE Mission to Moldova offers courses and learning resources to support practitioners and other interested audiences in the OSCE participating States.
