Human rights

The Mission promotes the observance of, and access to rights of people on both banks of the Dniester/Nistru River. The Mission strives to ensure that authorities and civil society have the means to observe effectively international obligations and commitments regarding human rights. The Mission strengthens access to services, improves local capacities and enhances the protection of human rights.

Overview

The confidence-building efforts of the Mission seek to advance the settlement process and span both banks of the Dniester/Nistru River. In line with its mandate, the Mission promotes the observance of the rights of persons on both banks, including the rights to healthcare, education and other basic public services. The Mission provides advice, expertise and best practices to authorities, students, residents, civil society and professionals on both banks to facilitate the protection and realization of these rights.

The Mission works on issues related to freedom of movement, obtaining of civil status documents, right to education, combating human trafficking and domestic violence, and promoting gender equality. These issues have been prioritized by the Working Groups within the framework of the settlement process, including a Human Rights sub-Working Group. Moreover, the Mission organizes training events for journalists from both banks of the Dniester/Nistru River to promote fair and accurate reporting of the settlement process and on human rights issues.

By providing these activities, the Mission aims to bring the Sides closer together in addressing shared priority areas. This also promotes a convergence of norms on both banks of the Dniester/Nistru as part of a comprehensive Transdniestrian settlement process.

Access to public services 

The Mission supports the access of residents from the left bank to civil status documents and healthcare services by providing free consultations via experts across the left bank. The Mission supports training events that enhance capacities of healthcare personnel from the left bank. This initiative is a successful example of building confidence between the two banks. The training events improve qualifications of healthcare personnel but also build trust among healthcare personnel from both banks of the river. Together they have the expertise to improve their healthcare services and thus the health of their communities. The Mission also supports access of students from the left bank to study on the right bank. 

Human rights monitoring 

The Mission monitors the human rights situation, including individual human rights cases raised between the Sides. Through quiet diplomacy, the Mission advocates for the human rights of detainees.

OSCE Mission to Moldova’s office in Chisinau co-organizes roundtable on National Action Plans on Business and Human Rights

On 28 May, the OSCE Mission to Moldova co-organized a roundtable in Chisinau on the role of National Action Plans on Business and Human Rights in advancing human rights due diligence and preventing labour exploitation in supply chains in the Republic of Moldova. The event was co-organized with the Danish Institute for Human Rights, The Office of the People’s Advocate, and the Office of the OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings.

Donors’ Forum 2025: Strengthening Civil Society Cooperation Across the Dniester/Nistru

On 8 October, the OSCE Mission’s Donors’ Forum brought together over 60 civil society organizations (CSOs) from both banks of the Dniester/Nistru River alongside 30 donors and development partners to foster cooperation, share experiences, and align priorities for sustainable development and peacebuilding in the region.

OSCE Mission assists Moldova with designing new school course on the Holocaust in the local context

OSCE supported a workshop on the use of a methodological guide for an optional high school course “Holocaust: the History and Lessons of Life”. Over 30 history and civil education teachers attended the training course on 31 October and 1 November 2019 in Chisinau.

Strengthening competence

The OSCE Mission to Moldova offers courses and learning resources to support practitioners and other interested audiences in the OSCE participating States.
